ICBC 2006 Seatbelt Survey

Williams Lake Detachment and Cariboo Chilcotin Traffic Services will be putting a greater emphasis on seatbelt enforcement for the month of October during the Provincial Seatbelt Enforcement Campaign. Collision data from ICBC for 2006 indicates that in one of the fatal and 13 of the injury collisions in Williams Lake seatbelts were not worn and were a contributing factor. In the North District they were a factor In 28 of the fatal and 250 injury collisions for the same time period. In the ICBC 2006 Seatbelt Survey, Williams Lake had a 97% seatbelt compliance rate which was slightly lower than Ouesnel and 100 Mile House which had a 98% seatbelt compliance rate. Hudson Hope had the lowest seatbelt compliance rate at 72% followed closely by Fort St. John at 73%.

The sub-target for seatbelt compliance in Canada's Road Safety Vision 2010 is a national seatbelt compliance rate of 95%. In British Columbia ICBC and the RCMP are finding the cities and municipalities are achieving this goal however the smaller outlying communities are well below the goal and as a result in 2006 there has be a marked increase in the number of fatal motor vehicle collisions in the Cariboo Chilcotin Region on Hwy #20 to the west of Williams Lake.

The police are finding the motorists that are not wearing their seatbelts are frequently high risk drivers with poor driving records and a history of being involved in motor vehicle collisions. In addition many do not have a drivers, license or are prohibited from driving by the Superintendent of Motor Vehicles, They are all too often under the influence of either alcohol or drug. Data Indicates that 9 out of 10 impaired drivers do not wear their seatbelt. For these reasons the police will continue to target those motorists not wearing their seatbelt. There is "Zero Tolerance for those motorists who fail to buckle up and they can expect a $138 fine. Seatbelts are the "Number I" way to save lives and to reduce death and injuries on, our roadways.

The victim was taken to Caribou Memorial Hospital where he received treatment for his non life threatening injuries, and was later released from hospital The victims did not know the attacker(s), and at this point police believe this was a random act of violence.

Police are exploring whether or not this incident is related to a similar stabbing that occurred early last Saturday morning in the 600 block of Carson Drive. In that instance a youth received a knife wound to his arm but is believed to have known his attacker. Witness's identified in that incident are not being overly forthcoming with information.

Police are actively investigating both of these serious attacks and a greater police presence in this area car, be expected.

The general public should be highly concerned about these two acts of violence, It should be noted that both occurred during the early hours of the morning and that the perpetrators traveled in a group. Police are reminding any one that is walking late at night or early in the morning to be aware of their s urroundings, not to travel alone and to be especially cautious if they are approached by unknown groups of persons.

Please call the Williams Lake RCMP or Crime stoppers if you have any information about either of these two incidents.

wild animal colision

Over the past three years there have been an increase in the number of motor vehicles collisions reported to the RCMP involving a wild animal which in most cases are deer. Most of these collisions are occurring on the Hwy #97 corridor and Hwy #20. The number of collisions which occurred on these highways were 75 in 2003, 79 in 2004, and 102 in 2005. This is due to an increase in the deer population throughout the Cariboo Chilcotin Region as a result of mild winters, no disease, and fewer predication. The Motor Vehicle Act requires the driver of a motor vehicle who is involved in a collision with over $1000 damage to report the incident to the police within 48 hours if the collision occurred outside a city or municipality.

The Officer in Charge of E Div Traffic Services has given direction to the RCMP Detachments that
they will no longer be required to investigate or report motor vehicle collisions involving wild animals.
Motorists are to report directly to ICBC when filing a claim involving a collision with a wild animal
unless there are in iuries to the occupants of the vehicle. This will give the officers more time to be
strategically focused on their detachment and unit priorities.

Motorists are reminded that spring time is the season for collisions with wild animals with most of these collisions occurring at dawn or dusk when the deer are feeding alongside. the roadways. Motorists should be driving accordingly by slowing down so they have more time to react to these wild animals.
